Air quality is becoming a driving factor in the shift transportation is making in the TRB priority areas (resilience, new technology).  Motor vehicles are a significant contributor to ambient air pollution and air pollution is now the world’s largest single environmental health risk.  The “right to health” is an emerging theme among the public, doctors, and health advocates that will increasingly affect DOTs.  Paris recently prohibited cars earlier than the late 90s for this reason.
